Police departments often treat formal complaints of racial bias in policing primarily as a matter of internal discipline. However, a restorative justice program could serve an important need for citizens who file complaints of police wrongdoing to be heard and that police officers also ensure that their perspective communicated to the public. Perhaps restorative justice could provide fill this, or other roles in promoting greater understanding between policing and communities, or providing greater resolution for communities for issues traditionally handled by the criminal process.
